45 and 1 hour RSI nearing bottom, cup and handle formed, external catalyst primed, i'd say it's getting close to PAYtime.

BTC rallies have really done a number on alts the last 2-3 days. Alts typically "bleed" when BTC pumps as others sell their alts and try to fomo into BTC. This really all but negated technical analysis. I held PAY for quite a while hoping it'd recover but it was one BTC bull run after another. There has also been some recent news "https://themerkle.com/xapo-and-shakepay-to-suspend-cryptocurrency-debit-card-services-outside-the-eu-soon/" that will likely have a negative effect on PAY for some time. I personally have sold my PAY and don't plan to re-enter anytime soon. Good luck.
