This could be bullish in the short term if this double bottom performs well here on the 15 minute. We broke $1400 support so we are of course in a bearish trend. "if its up then its stuck" , not in the case of Ethereum. What goes up too fast can cause corrections like this, in terms of long term growth, pull backs like this in my opinion is very healthy. Keep an eye out for divergence on the RSI. Always view larger time frames then scale down and compare your signals on smaller time frames.
