3. previous all-time high around 3 times present value (many alts even surpased previous all-time highs)

Probably one of the best coins to get at the moment since nearly everything else is in red with much less potential to previous all-time highs and not as good timing as this one.

There is support at 13.5, but I would wait with trading until I see what Bitcoin does. Correlation with altcoins is too strong at the moment.
