With the Trump tweet being biotech's final slam I think we have finally seen the bottom of the sector. Speculating on Trump policies I doubt he would implement a socialistic fixing of drug pricing and rather try to lower the cost of drugs by reducing the cost of their R&D. This would and will send the biotech sector into a quick sprint to the top. Those are my opinion, but technicals support it
